into extreme northern california, but not for us. the lows are crazy, nutty. 58 in livermore. concord is 42. there have been a few reports of upper 30s. san francisco sitting at 53. i saw a 54 and 55 in a couple of locations. a high of 66 in the area. warm lows or very cold lows. a northerly breeze -- or an easterly breeze if it is mild -- with calm conditions making it cold for morning lows for others. santa cruz, livermore, santa rosa look like low to mid 70s. vacaville is at 70 degrees today. semi today. mostly sunny. breezy at times. not as bad as yesterday. a slight warm up on the temps. 58 to 60 for starts would not take much to get to the 70s.

police are searching for whoever set a young man on fire on an ac transit bus. ktvu alex savage joins us now from oakland outside the police headquarters with key evidence in this investigation. alex? >> reporter: it is unclear why this passenger was set on fire as he slept on board this ac transit bus last night, but we know this morning oakland police have surveillance video from on board. this happened just after 5:00 last night in oakland's glenview neighborhood. the 18-year-old victim in this case was wearing a kilt when someone set him on fire on board that moving bus. now, this morning the victim is being treated in the burn unit at saint francis hospital in san francisco. police sources teller letter this young -- tell ktvu this new england man suffered severe burns to his legs. the driver of the line 57 bus noticed the fire and pulled over near the intersection of

macarthur boulevard and ardley avenue to get help for the young man. i checked with oakland police and so far they have no description on the person responsible for this attack. alex savage, ktvu channel 2 news. 6:04. later today another march is planed in santa rosa for andy lopez, the 13-year-old boy shot and killed by a sonoma county sheriff's deputy. the march will head to the district attorney's office, demanding that the sheriff deputy, eric gelhouse, be indicted on criminal charges. he two weeks ago he shot andy lopez when he was holding a bb gun that looks like an assault rifle. the officer said he thought it was real, repeatedly telling lopez to drop it, but he did not. a lawsuit is now being filed in federal court against deputy gelhouse and sonoma county. >> we want this killer to go to

jail. he is sitting comfortably in in his house right now while my son is sitting in a freezer with seven gunshots. >> gunshots. >> the board of supervisors will listen to community comments this morning. and since then there is has been a push for tougher bb gun laws all over the state. legislature has been introduced to require bb guns to be painted bright colors. the bill never made it out of the assembly, but day leon has been -- deleon has been proposal new legislation for toy guns. a 19-year-old man shot by san francisco marina district last month has pleaded not guilty to attempted robbery charges. raver resident held the plea bedside at san francisco's general hospital. prosecutors say police shot him after he tried to rob a man

answering his ad on craigslist. the marina shooting occurred while he was already facing charges in two similar craigslist related robberies in daley city back in april. we have new information from new jersey now about the gunman who fired shots inside a shopping mall last night. the body of the gunman was found early this morning. it is believed he killed himself. police say 20-year-old richard shoop started shooting inside garden state plaza mall in new jersey as the mall was closing. the mall was packed when he started shooting. >> the mall was packed. they were telling everyone, run, run, run. >> there was a boom, then another boom and another boom. after the last one glass everybody. >> police say the man had a history of drug abuse and they

think he went to the mall to commit suicide, not to shoot anyone else. pgh voters in antioch will decide today if they want to pay more in sale's tax so the city can hire more police officers. supporters say a yes vote on measure c would allow the department to hire 2 more officers by -- 22 more officers by raising sale's tax fr 28.5% to 29%. but opponents say there is no guarantee the money will be used for officers, since the money will be going into a general fund. a parcel tax pays for service that is include extra fire patrols or high fire danger days and goat grazing to eat up dry grass, and also cutting back brush for emergency escape outs. the parcel tax would cost $78 for single family homes and $58 for multifamily homes.

a san jose park that experiences its share of crime and homelessness may get a facelift. one city councilman has an interesting proposal. we have more from st. james park. jeanine? >> reporter: pam, this morning there are several homeless people sleeping on benches here. during the day it is much of the same as far as them loitering. but the city want this is park to thrive. one city leader wants it also to be welcoming to families. it is reported a san jose councilman wants a band pavilion installed with a line- up of concerts at the park. he wants to team up with levitte pavilion in southern california for the project. it is reported it would cost $2.5 million to build, which levitte would contribute $400,000. music in the park has been held at st. james park in the last year, attracting in many the community, but st. james park

has also been a magnet for the homeless population. it is an area known for crime. a man was shot and killed here in the park in august and last year there were stabbings in the park with one resulting in homicide. an online petition is started to support the idea. the prose will be presented at the city council rule's committee later this month. reporting live from san jose, ktvu fox 2 news. happening today the largest casino in the state opening in rohnert park. it features 3,000 slot machines, 1414 tables and a live poker room, but 13 different dining options and three bars. the casino is scheduled to open to the public at 10:00 a.m. right now ktvu's tara moriarty is inside the casino. at 6:30 she will have another look at what people can expect up there. and the chp is expecting traffic. they have extra officers on the

road for the casino opening this morning. the main concern is northbound 101 backing up from rohnert park to petaluma. the chp said the casino agreed to open on a weekday to work out traffic problems before the weekend. a new idea in san jose to make winter and winter sports last all year long. >> what if i told you you could go ski or snowboarding outside, all year, right here in the bay area. >> and who wouldn't like that. >> pretty cool! >> the idea is an outdoor snow park for san jose. it features synthetic snow that looks and feels like freshly groomed powder. it has a ski and snowboard school. last night the man who came up with this idea had an event kickstarting his campaign. he that is support of san

. well, good morning to you and welcome back. time now 6:15. the cloverdale city council rejected a call for a four-way stop sign in what some wentz call a dangerous crosswalk at south dale and hillsburg avenue. two deadly accidents have been in the area in the past three months. well, back in july a woman was hit and killed while crossing the street there and a boy trick-or-treating this

halloween was hit, suffering broken bones. city council say these will look at improving the lighting in the area. the next election for governor of california is still a year away but today a new candidate will officially enter the race. assemblyman tim donnelly, a republican, will launch his campaign today in los angeles. he is supported by the tea party and known as a gun rights supporter, strongly anti- abortion and opposes same-sex marriage. 2018 be challenged by former lieutenant governor abel maldonado, a moderate that called for comprehensive immigration reform, pro choice and supports same-sex marriage. now, governor jerry brown has not made an official announcement, but it is widely agreed he will reseek election. the 75-year-old governor is not expect to be challenged by any other democrats. 6:16. later today top security advisors are meeting in washington with plans to keep

the united states secure and deal with fallout by intelligence leaked by former nsa contractor edward snowden. we have more from the secretary of defense starting out this morning with dire warnings about budget cuts. >> reporter: yes, dave. secretary chuck hagel said the automatic across the board cuts known at question hurt our military's ready -- sequestration hurt our country's readiness and says there is no way the military can be ready to continue to fight terrorism or other attack ifs the $500 billion in cuts over the next decade continue kicking in. he said with a new round of automatic budget cuts taking affect next year the department of defense cannot plan ahead as needed. >> these cuts are too fast, too much, too abrupt, and too irresponsible. >> reporter: another big focus of this forum, the fallout from

edward snowden. business leaders told president obama the nsa revelations will lead to billions of dollars in lost business in europe and asia. the senate chair intelligence diane feinstein say there is needs to be more oversight of the nsa programs, especially with surveillance done in other countries. live in washington, kyla campbell, ktvu fox 2 news. and san francisco's bichair program is getting ready to ex -- bike chair program is getting ready to expand. 150 more bike will be added. officials say they are expanding because this program has been really popular, especially in san francisco and they are hoping to meet the growing demand for the bikes. 6:18 is the time right now. sal is taking a look at contra costa county? >> it is getting busier, dave and pam, all over continue cost county. we will start with -- contra

costa county. the traffic is busy from antioch to pittsburg as it normally is. 680 is not bad. a little slowing. 80 westbound has a couple of problems that have made traffic on the actual freeway slow. then we have this rather unusual hypodermic needle spill. used needles spilled there, one of the busiest roads completely shut down. hazmat crews will be cleaning it up. there will be significant delays in the area because of the incident. and let's take a look at live pictures. the bay bridge is only backed up for 5 minutes in the middle lane there is. no problems. you are seeing slow traffic getting into the valley. on 237, 101 and 880. back to you, steve. good morning. kind of a weird morning temperature-wise in the lows. 50s to near 60s with other locations in the 30s.

. welcome back to the ktvu channel 2 morning news. 6:25 is the time. well, worries that rising property values could be squeezing out longtime residents. evictions are up 38% in san francisco in the last three years. units are skyrocketing for rentals, however; by 170% in 2 same time period. the biggest increase was between 2012 and this year. our time is now 6:26. today india did something, taking its first step in a mission to mars. it launched a rocket carrying a mars orbiter. once it is there it is supposed

i also want to show you the area -- let's see. there it is. this is the area. news chopper 2 is getting into position. this is completely blocked by hyperdermic needles spilled in the roadway. news chopper 2 is overhead. you can see this area is shut down. they will not get near it or touch it until hazardous materials crews show up. it is hard to see the needles. it looks like they are on the ground there. one firefighter looks to be there with a broom. we will see what happen when is they reopen it. on 80 westbound, the traffic will be a 10 minute delay before you make it to the bridge with no major problems. also this morning we are looking at the commute on the sonole grade. the traffic will continues to move along relatively well as you head down.

580 westbound has been very slow. i want to mention there is an auto-pedestrian accident in san jose on the union avenue on- ramp to southbound 85. i i will move it up here and show you this crash is involving a pedestrian at the bottom of the ramp here. a good area to avoid. the san jose fire department is on the scene. oakland police searching for whoever set a young man on fire while riding an ac transit bus. it happened at 5:00 on the 57 line near macarthur boulevard and ardley avenue. the driver stopped the bus to call for help. police sources tell us here at ktvu news the victim is 18 years old and he suffered burns to both of his legs. right now no word on a possible suspect or motive. but police say there is surveillance video from that bus. time now is 6:34. new this morning the city of pleasant hill last night passed controversial gun control

measures. the council voted 3-2 on tougher restrictions on gunshots and gun dealers. it says gunshot cans not be within 150 feet of a public park or adult entertainment sites or within a thousand feet of a school or day care center. it says gun dealers have to submit to fingerprinting and background checks. right now there are four gun shops within pleasant hill. a new gun safety ordinance will be voted on today in sunny veil. if it is approved, measure c would require gun owners to notify police within 48 hour ifs their gun is ever lost or stolen. guns would have to also be stored away in a lock box or disabled with a trigger lock when it is not being used. finally a measure would track ammunition sales if it also restricted the sales of ammunition magazines. supporters say this could prevent accidental deaths, shootings and suicides but

critiques are saying it violates the constitutional rights of gun owners. today voters get to weigh in on a controversial condominium project. the 8 washington development would it is at the foot of washington street. it would have 134 luxury condos in two buildings, one of which would exceed the current height limit. opponents call it a wall and say it includes no affordable housing. there are two propositions, b and c, on the project. a yes on either clears the way for construction. a no vote on both would force it to be revised. another change may be coming to the bay area's largest city. there is now a plan to reenergize the san jose park that has a long history of crime and homelessness. we have more now from st. james park with that story. jeanine? >> reporter: pam, yes, saint james park has a lot of history that is pretty noticeable. president william mckinley and

been known for crime. a man was shot and killed near the park in august. last year there were stabbings in the park, with at least one resulting in a homicide. there is currently an online petition that has already started to support this idea of a bandstand. the proposal supposed to be presented at the city council's rule's committee some time later this month. reporting live from san jose, ktvu fox 2 news. the time is 6:38. the investigation into the death of lynn spalding has taken yet another strange turn. last week someone found spalding's body in the stairwell at san francisco general hospital 17 days after she disappeared from her room. investigators are looking for help finding a mystery witness. an asian man, possibly a worker, found spalding in the stairwell several days before it was found but deputies say

the witness doesn't exist. in the meantime, the man accused of killing oakland federal investigator sandra coke will be back in the courtroom today. during testimony yesterday, testimony by a police officer and two of randy a lana's nephew say he is the father of coke's 15-year-old daughter. there is testimony sandra coke became obsessed with finding her missing dog and suspected alana may have something to do with the disappearance. happening today, it is the state's largest casino that is opening in rohnert park. tara moriarty is inside the grayton casino which promises to be as grand as those in las vegas! >> reporter: yes. this is the room for you two behind me. it is visually appealing. it is a high stake's room so you can have a little privacy when beginning to make those

the man accused in last week's deadly shooting at lax. the family of paul ciancia say they are shocked by the tragic events and express their condolences to the tsa officer killed and the people injured but will continue to support ciancia who remains heavily sedateed in the hospital. that deadly shooting is now prompting calls for an armed tsa presence at airport screening checkpoints. the union representing transportation security screeners say there should be a new class of officers carrying weapons. officials say armed officers in the screening area would help safeguard the tsa officers and the flying public. eric holder says he will look at ways to improve airport security. the f.a.a. approved a change of course at sfo, the bay area's busiest airport. a new program will allow the use of both of its runways during stormy weather,

sunday. well, this morning, more on the controversial shooting of 13-year-old andy lopez in santa rosa. now we have more on how the county is trying to find ways to move forward while many family and community members want justice. ryan? >> reporter: dave, good morning. the death of andy lopez still on the minds of many people here throughout the community. we are in front of the county administration building where in less than two hours from now they will hold a community meeting and gather public comments on how to move forward with the community community on the death of andy lopez. a group of marchers plan to gather? the old courthouse in downtown santa rosa. they are demanding that sonoma county district attorney convene a criminal grand jury and indict deputy erick gelhouse for fatal shooting lopez on february 22nd. the lopez family filed a civil

stanford's head football coach say there is the no tolerance for bullying in football. coach david shaw was asked about the bullying and harassment allegations by the miami dolphins former player jonathan martin, taunted by a teammate getting racist and threatening threats from fellow lineman ritchie incognito. he was suspend indefinitely and the coach says bullying is not a part of team building between older and younger players. a cal football player is recover from injuries suffered during a locker room fight with a teammate. 18-year-old freshman was taken to the hospital after a fight on friday at a building next to cal's memorial stadium. police have not revealed the extent of his injury or so named the other player involved. it is still not clear what led up to the fight. cal has been having a really rough season. they have lost 11 straight games to their opponents.
